Ne restera plus bient\u00f4t que des lignes \u00e0 grande vitesse. Or, toutes les \u00e9tudes montrent (et il suffit de monter dans un TGV pour s&rsquo;en rendre compte) que les TGV attirent tr\u00e8s majoritairement des classes sociales \u00e0 haut revenu. Les plus pauvres voyagent beaucoup moins que les plus ais\u00e9s et vont moins loin. Les lignes de train \u00e0 grande vitesse satisfont les besoins d&rsquo;hyper-mobilit\u00e9 des classes sup\u00e9rieures. Seules les grandes m\u00e9tropoles sont d\u00e9sormais desservies. Les zones hyper-rurales (le Cantal, par exemple, ou tous les d\u00e9partements voisins except\u00e9s le Puy-de-d\u00f4me, et encore !) sont vou\u00e9s \u00e0 dispara\u00eetre totalement, quand ce n&rsquo;est pas d\u00e9j\u00e0 fait, de la carte ferroviaire. Soit dit en passant, c&rsquo;\u00e9tait une des craintes qui avaient suscitaient les derni\u00e8res gr\u00e8ves \u00e0 la SNCF, et les syndicats avaient alors r\u00e9v\u00e9l\u00e9 quelques projets soigneusement dissimul\u00e9s \u00e0 l&rsquo;\u00e9poque par la direction.<\/p>\n<p>La construction des voies de chemin de fer a un co\u00fbt, qui est support\u00e9 par nos imp\u00f4ts &#8212; qu&rsquo;on vivent \u00e0 la campagne ou dans de vastes m\u00e9tropoles, tout le monde supporte ce co\u00fbt. Les classes les plus modestes, largement plus nombreuses que les classes ais\u00e9es, financent donc l&rsquo;hyper-mobilit\u00e9 des plus riches. Quand on vit dans des zones rurales, et m\u00eame dans des zones p\u00e9ri-urbaines pauvres, ce co\u00fbt s&rsquo;aggrave encore : le fran\u00e7ais moyen parcourt 40 km par jour (d&rsquo;apr\u00e8s jean-Pierre Orfeuil) dont 25 pour ses d\u00e9placements quotidiens. \u00c0 la campagne c&rsquo;est souvent beaucoup plus. La plupart des familles habitant mon village poss\u00e8dent deux automobiles. Ces gens n&rsquo;ont pas le choix : il faut aller chercher l&#8217;emploi l\u00e0 o\u00f9 il se trouve, et, en l&rsquo;absence de moyens de transports publics, mettre de l&rsquo;essence dans la voiture. 3300 euros par an, c&rsquo;est le co\u00fbt moyen de l&rsquo;usage d&rsquo;une voiture \u00e0 l&rsquo;ann\u00e9e : la moiti\u00e9 de cette charge est \u00e9videmment consacr\u00e9e au carburant. Multipliez par 2 et \u00e7a donne une id\u00e9e de la gal\u00e8re quand on travaille au SMIC &#8211; ce qui est le cas de la majorit\u00e9 de la population en milieu rural. Les populations pauvres payent donc deux fois : pour des moyens de transport (train, avion) auxquels elles n&rsquo;ont pas acc\u00e8s (gare trop \u00e9loign\u00e9e et billets trop on\u00e9reux), et pour leur propre d\u00e9placement en voiture.<\/p>\n<p>La situation devient encore plus scandaleuse quand on analyse les cons\u00e9quences \u00e9cologiques : qui donc pollue sinon les populations pauvres des zones p\u00e9ri-urbaines et rurales ? Le droit \u00e0 un mode de transport moins important en \u00e9mission de CO2 est r\u00e9serv\u00e9 aux populations des grandes villes desservies par des gares et des a\u00e9roports. Donc, non seulement les pauvres des campagnes d\u00e9laiss\u00e9es payent deux fois, mais en plus ils passent pour des pollueurs adoptant des comportements irresponsables (des ploucs ignares donc). On ajoutera que si toute la population adoptait le mode de vie des hyper-mobiles, en parcourant autant de kilom\u00e8tres que les classes les plus ais\u00e9es,\u00a0 on \u00e9puiserait en quelques mois toutes les r\u00e9serves \u00e9nerg\u00e9tiques de la plan\u00e8te et s&rsquo;ensuivrait une catastrophe \u00e9cologique d&rsquo;ampleur consid\u00e9rable &#8212; limiter la jouissance de l&rsquo;hyper-mobilit\u00e9 \u00e0 quelques-uns, on pourrait avec un immense cynisme consid\u00e9rer cette perspective comme souhaitable.<\/p>\n<p>Les budgets extraordinaires consacr\u00e9s \u00e0 faciliter le mode de vie hyper-mobile pour le confort d&rsquo;une minorit\u00e9 &#8211; voil\u00e0 un des exemples de ce qui accentue le clivage entre cette minorit\u00e9 et les classes populaires.
